I got a really effective dog brush from pets at home for £3, and I needle felted the eyes to the toy - I don't have any safety eyes, I prefer to sew them on, and I didn't want to use sheets of foam as I wasn't sure how secure they would be glued onto fluff. I think my Calcifer is a lot sweeter looking than he canonically is, but I'm very happy with the outcome!
