The perfect set! These two patterns use the same stitch to create the design. If you want to practise the tulip stitch before starting the vest I would make the bag first but if you are a little more confident, make the vest and then you can use any leftover yarn to make the bag (which comes in the small or large size). The vest pattern shows you how to make sizes XS-5XL. Both patterns have lots of pictures to make it easy ot follow along. I would say the difficulty level is Intermediate for the vest (a few different stitches are used. I wouldn't recommend it for beginners but it is achievable if you have already done a few clothing pieces) and the bag is easy/intermediate so is a great start to get you used to the stitch.
