Yes - you can run a shop discount by clicking the three dots icon on your shop and choosing 'Set shop discount'. You can choose the percentage of discount and the start and end date/time (time is in UTC/GMT). Leave the start and end date blank to keep the discount running. Unless you tick the 'override shop discount' checkbox, a shop discount will override individual pattern discounts while the shop sale runs. The previous pattern discounts will resume once the shop sale ends (as long as their end date is still in the future). For example, if pattern A has 50% off and you run a 20% shop sale without ticking override, pattern A will be offered at 20% off until the shop sale ends. Please note the minimum price is 0.9 USD/GBP/AUD/CAD/EUR and the minimum discount is 5%.
