It is a some sew pattern so the fins and tail are sewn on.
It is a beginner pattern as there is some working in the outer stitches but that is the hardest part.

What you need
Flutterby chunky yarn (5 weight) around 1/4 of a skein or less. The skein is 175 metres/ 100grams.
It is recommended to use two shades of blue.
A size 4.5mm hook.
Safety eyes that are size 16mm.
Stuffing.
