You will need DK/weight 3 yarn (170g-350g for a skirt knee length or above).
If you would like a tight fitting/bodycon skirt, I recommend yarn that allows stretch (i.e. do not use a very stiff cotton).
You will also need a 3mm hook, tapestry needle, a measuring tape, stitch markers, and scissors. You can also add elastic thread to the waistband for further tightening.
